The Second Malaysia Plan (1971–1975) is a comprehensive national development blueprint that laid the foundation for Malaysia’s social and economic transformation during the early implementation of the New Economic Policy (NEP). Building on the progress of the First Malaysia Plan, it aimed to promote economic growth with equity, addressing imbalances between regions and communities through a combination of industrial diversification, rural development, education reform, and social restructuring.
