The Second Malaysia Plan (1971–1975) is a comprehensive national development blueprint that laid the foundation for Malaysia’s social and economic transformation during the early implementation of the New Economic Policy (NEP). Building on the progress of the First Malaysia Plan, it aimed to promote economic growth with equity, addressing imbalances between regions and communities through a combination of industrial diversification, rural development, education reform, and social restructuring. The plan sought to eradicate poverty regardless of race, expand employment opportunities, and restructure society to eliminate the identification of race with economic function. It emphasized the development of agriculture, manufacturing, and infrastructure as key drivers for inclusive growth, while also promoting participation of Bumiputera and non-Bumiputera alike in the modern economy. As a central policy document of the 1970s, the Second Malaysia Plan reflects the government’s vision to create a more unified, prosperous, and equitable Malaysia, setting the stage for long-term stability and nation-building in the decades that followed.
