The Fifth Malaysia Plan 1986–1990 outlines Malaysia’s development strategy during the final five-year phase of the New Economic Policy (NEP), with continued emphasis on fostering economic stability, enhancing competitiveness, and accelerating structural transformation amid a period of global and domestic economic challenges. The plan aims to overcome the slowdown in growth seen in the early 1980s, address macroeconomic weaknesses, and restore confidence in the economy by promoting stronger private sector participation, export-led industrialisation, and efficiency improvements across sectors. It focuses on expanding the role of the private sector through deregulation and incentives, liberalising ownership and licensing to attract foreign investment, and prioritising export-oriented manufacturing to drive higher growth and job creation. Rural and regional development remain important, with efforts to revitalise agriculture, improve rural infrastructure, and support small towns and growth centres to broaden opportunities beyond urban cores. The plan also emphasises upgrading infrastructure and social services, promoting tourism, strengthening institutional efficiency, and enhancing human capital through education and training. By balancing economic diversification, market-oriented reforms, and continued poverty reduction measures, the Fifth Plan seeks to lay a foundation for stronger, more resilient, and inclusive national development as Malaysia approaches the end of the NEP period.
