The Sixth Malaysia Plan (1991–1995) sets out Malaysia’s development strategy during the first phase of Vision 2020, marking a transition from the New Economic Policy (NEP) to the National Development Policy (NDP). The plan emphasises sustaining high economic growth, strengthening international competitiveness, and accelerating structural transformation as Malaysia moves toward becoming a newly industrialising economy. It aims to consolidate the recovery achieved in the late 1980s by promoting private sector–led growth, deepening export-oriented industrialisation, and enhancing productivity and efficiency across all sectors. Greater emphasis is placed on human resource development, science and technology, and skills upgrading to support industrial deepening and technological advancement. The plan also focuses on expanding infrastructure capacity, improving urban management, and ensuring balanced regional development while continuing efforts to reduce poverty and restructure society in line with the NDP’s equity objectives. By combining rapid growth with social development, institutional strengthening, and greater global integration, the Sixth Plan seeks to lay the groundwork for sustained, inclusive, and resilient development in pursuit of Vision 2020.
